Settings shortcut in the panel header, and long task text now wraps inside its
own column instead of running under the row buttons.

Manual-mode reordering now uses declarative drag-and-drop (ui.dragSource
/ ui.dropZone, plugin_api 5) instead of the two-click grip; also folds in
the 0.0.8 crash-loop fix (strike() gated on utf8.len) and an onExit
autosave flush. Translation keys nested for the validator.

Review fix: switching to priority mode used to sort the items array and
persist it, destroying the manual ordering. items and the on-disk tasks
array now always hold the manual order; priority mode stable-sorts a
copy at render time only.
